Vision

The Energy Policy and Planning Office (EPPO) is a pivotal agency in the management and administration of national energy policies and planning, adhering to the principles and giving due consideration to the economic, social and environmental development with transparent operation, emphasizing stakeholders' participation and networking, and is a learning organization that is recognized at both national and international levels.

Mission

The Energy Policy and Planning Office will develop energy policies and plans as well as coordinate the execution pursuant to the stipulated policies, including monitoring and assessment of the implementation. EPPO will also foster cooperation with other countries with regard to energy management, development and promotion of energy conservation and energy efficiency, under the following missions entrusted by law:

  1. Recommend energy policies and energy management and development plans of the country;
  2. Devise measures on energy conservation and alternative energy, and determine the framework for allocating budget for energy conservation and alternative energy promotion;
  3. Designate measures to solve and prevent shortage of oil;
  4. Coordinate, monitor and evaluate outcomes of the implementation pursuant to energy policies and energy management and development plans of the country, as well as the management of energy funds;
  5. Administer the energy information technology and the forecast of national energy trends; and
  6. Perform any other task as specified by law to be the authority and duties of EPPO, or as may be assigned by the Ministry of Energy or the cabinet.

Goals:

  1. To have energy policies and plans accredited and to have in place a systematic energy supply management process that corresponds with national and global energy situations, thus rendering the country adequate, secure and intensive energy supply with appropriate prices;
  2. To develop coordinating networks and encourage participation of all parties concerned in implementing energy policies and plans with greater efficiency, including entering into international cooperation agreements in the energy field that will contribute to the achievement of targets set forth in the energy policies and plans;
  3. To reform the energy industry structure in order to allow greater competition on a level playing field;
  4. To periodically report, on a regular basis, the outcome of energy situation follow-ups and of the monitoring/evaluation of energy policy and plan implementation, including the establishment of a central national energy information system that is up-to-date; and
  5. To enhance the capability of EPPO so as to obtain national and international recognition as an organization that adheres to the principles, with due consideration on the environment and transparent operation, emphasizing stakeholders' participation and networking, and as a learning organization.

Strategies:

  1. Actively provide support in terms of policy formulation as regards energy supply, alternative energy and new energy;
  2. Speed up promotion of efficient use of energy and energy conservation, via application of pro-active measures, regulation and supervision, provision of incentives, fostering energy conservation conscience, and improvement of energy consumption behaviour;
  3. Expedite promotion and coordination with concerned agencies in the development of policies and measures on environmental and safety aspects related to energy;
  4. Speed up streamlining the management system and intensify international cooperation development in the energy sector;
  5. Enhance participation of all stakeholders and improve national energy cooperation networks; and
  6. Improve the organization and internal management system of EPPO to be a learning organization of which the knowledge and capabilities are recognized.

Duties:

The Energy Policy and Planning Office (EPPO) is entrusted with principal duties under the National Energy Policy Council Act, B.E. 2535 (1992); the Emergency Decree on Remedy and Prevention of Shortage of Fuel Oil, B.E. 2516 (1973); the Energy Conservation Promotion Act, B.E. 2535 (1992); and the Ministerial Regulation on the Organization of the Energy Policy and Planning Office, the Ministry of Energy (2008), issued under the provisions of the State Administration Act, B.E. 2534 (1991) as amended up to No. 5, B.E. 2545 (2002). The powers and duties of EPPO under the mentioned laws can be summarized as follows:

Under the National Energy Policy Council Act, B.E. 2535 (1992), as amended up to No. 2, B.E. 2550 (2007) and No. 3, B.E. 2551 (2008)

  1. Study and analyze energy policies, energy management and development plans of the country to be presented to the National Energy Policy Council (NEPC);
  2. Monitor, evaluate and act as the focal point for coordinating and supporting the implementation of energy policies, energy management and development plans of the country;
  3. Compile information and keep track of energy situation movement;
  4. Analyze trends and evaluate any possible impact in order to make recommendations on energy policies, energy management and development plans of the country as well as disseminate energy statistics; and
  5. Perform any other task as may be assigned by the Prime Minister or the NEPC.

In addition to executing duties under the NEPC Act in its capacity as Secretariat to the NEPC, EPPO also serves as Secretary to the Committee on Energy Policy Administration (CEPA), appointed under the NEPC Act and chaired by the Minister of Energy with heads of concerned government agencies acting as Committee Members. The CEPA is to assist in the screening of work related to energy management and development prior to submission to the NEPC for further consideration.

Under the State Administration Act, B.E. 2534 (1991) as amended up to No. 5, B.E. 2545 (2002)

The Energy Policy and Planning Office shall have a duty to recommend the determination of energy policies and plans, including energy-related measures to ensure appropriate, adequate and efficient supply of energy that corresponds with the situations of the country. In this regard, EPPO shall have the following powers and duties:

  1. Make recommendations on national energy policies, energy management and development plans;
  2. Set energy conservation and alternative energy measures and determine the framework for allocating budget for energy conservation and alternative energy promotion;
  3. Determine measures to solve and prevent shortage of oil;
  4. Coordinate, monitor and evaluate outcomes of the implementation pursuant to the energy policies and energy management and development plans of the country, as well as manage energy funds;
  5. Administer the energy information technology and the forecast of national energy trends; and
  6. Perform any other task as specified by law to be the authority and duty of EPPO, or as may be assigned by the Ministry of Energy or the cabinet.

Under the Emergency Decree on Remedy and Prevention of Shortage of Fuel Oil, B.E. 2516 (1973), as amended up to No. 3, B.E. 2520 (1977):

The Emergency Decree on Remedy and Prevention of Shortage of Fuel Oil, B.E. 2516 (1973) provides the Prime Minister with extensive authority in designating measures to solve and prevent shortage of oil. EPPO, being an agency under the Ministry of Energy, is entrusted with making recommendations on policies and measures on oil prices and the Oil Fund, and coordinating the execution under the Emergency Decree. Thus far, the legislation has served as the enabling law for the setting of oil prices and for the establishment of "Oil Fund." EPPO, therefore, assumes direct responsibility to determine the framework for the Oil Fund management.

Under the Energy Conservation Promotion Act, B.E. 2535 (1992), as amended up to No. 2, B.E. 2550 (2007):

Authority and responsibilities of the NEPC relating to energy conservation are prescribed in this law. EPPO, in its capacity as Secretariat to the NEPC, has the duty to recommend and coordinate the execution of tasks under this Act, in particular, recommendations on policies, plans and measures on energy conservation as well as the management of the Energy Conservation Promotion Fund. This Fund has been established with the objectives to provide incentives to promote efficient and economical use of energy; to promote production of high energy-efficiency appliances, machines and equipment; to promote study, research and development related to energy conservation and solution to environmental problems resulting from energy development and utilization; and to promote production and utilization of alternative and new energy.
